History of the Forum

Past International Director Nobuharu Kikuchi

The following decision will not have binding force.
The Forum is to be different from District, Multiple District, and International annual convention.

The Forum originates with the 1st Asian Forum, held in Manila in 1957.
It has continued from the 1st Southeast Asia forum, held in Manila in1962, through the 14th Southeast forum, held in Taipei in 1975, to the current forum in Sendai.

Based on the Section 6.02 in the OSEAL Forum Articles, the venues of the next three successive Forums shall be decided at the current Forum, and shall be based on a rotation basis among the seven members of the OSEAL region specified in Section 1 of the OSEAL Articles.

Forum is certified as a formal event of the International board of directors, for its contribution towards enhancement of our friendship, amity, experience exchange, and Lionism.

The International Association divides the Lions Clubs into A-America; B-Canada; C-Mexico / South America / Caribbean islands; D-Europe; E-India / South-Asia / Middle-East; F-Southeast Asia; G-Oceania / surrounding islands. And 33 International Directors are elected among these areas(2003).
Every year Forums are held at each area, and 5 area have had the Forum so far.

`Forum' is prescribed by International board of directors as ‘the place we can freely discuss all matters that we are concerning in general'. The purpose of this forum is as follows.

(1) to help to keep the Lions Club International Association on course, and to accelerate our achievement of our goals.
(2) to supervise and educate a club and a district committee members.
(3) to exchange information and ideas about general public service projects and the possibility of future joint projects.
(4) to increase recognition and understanding about the purposes of the LCIF.
(5) to advance the current year directions from the International President.

The invitation process for hosting the Forum in Sendai
(1) At the time of the 1991 30th Kobe Forum, Chairman Tsuchihashi requested Forum holding in seven years after in Sendai to 5 District Governors of MD332, including Past International Director Nobuharu Kikuchi, Council Chairman Toyoji Suzuki.
(2) In 1999 at the 40th (MD332) annual convention (in Aomori), the proposal to hold the forum in Sendai was decided and was approved under the leadership the Kozo Norida Forum Chairman.
(3) Voting by the 3 cities (Yokohama, Hiroshima, and Sendai) for the 37th Japan Forum was conducted by 5 chairmen, under the liaison conference leaders. Council Chairman Torazo Saito and Steward Toyohiko Shinbori in April, 1995. They reached an agreement to hold a forum in Sendai 7 years after the conference.
(4) Sendai Forum was approved by each of the following Council Chairmen: Daiichi Shoji, Toshio Kanno, Susumu Sakakida, Yuzuru Tuchida, Yasuo Kurosawa, Masakatsu Chiba, and Eiji Kumasaka.
(5) In August of 2002, Around Sendai city area in MD332 was confirmed as a future Forum site at Council Chairman Liaison conference under the leadership of Council Chairman Koichi Okuyama and Steward Kazuyosi Okeuchi.
(6) On Nov. 9th of 2002, at Hong Kong forum, Sendai was chosen as the future site of the 44th forum by the conference chairman and by Chairman Okuyama.
(7) On Jan. 22nd of 2003, the 5th Conference of the Council Chairman Liaison, proposal was made and was decided to fund the Sendai Forum by asking Lions members to pay a donation of 1,000 yen.
We also submitted to execute requests for other proposals and to execute plans for the year.
(8) On Feb. 11th of 2003, at the 1st Steering Committee in Taipei, Sendai city was formally selected as the place for the 44th OSEAL forum under the leadership of the Past International Director, Nobuharu Kikuchi.
(9) The decision was made to donate 2,400 yen per member for all clubs on the MD332. Later at the 49th Annual convention of MD332, the decision was made to donate 1,000 yen per member for the MD330, 331, 333, 334, 335, 336, and 337 in Japan.
(10) (10) In July of 2003, the Forum Organizing Committee formed a executive committee for 7 sectional-meetings, including 21 committees, and they decided the theme and logo for the forum. They accelerated the procedure to request support from the Miyagi and Sendai local government. They also prepared an internal plan and announcements for the Sendai forum.

On Dec. 11th 2002, Koichi Okuyama (MD332 Council Chairman) appointed Nobuharu Kikuchi (Past International Director) as Forum Chairman in the 5th Extra Governors Conference based on the section 5 of the Forum Article.

On Jan. 21st of 2003, at the 1st Forum Organizing Committee.
Masakatsu Chiba (Past Council Chairman) was appointed as Executive Chairman. Tsugumichi Hata (present Governor) was appointed as Head Office Secretary General.

Based on the Section 6 of the Forum Article,
Nov. 9th 2002 the 41st Hong Kong Forum’s proposal was presented.

This forum is an Asian festival held for amity and corporation among the 270,000 members of 7,000 clubs from 14 nations in the East/Southeast Asian regions.
We think this is the best opportunity for promoting 'True Lionism' to the world from Tohoku and all of Japan and Asia. (The origin of the Forum logo.)

Our aim is to provide a memorable occasion and location for the forum, based on the results and evaluations of the past 7 Forums in Japan, and to show the dignity and pride of the Japanese Lions of host district, MD332.
We wish to cultivate friendship and amity among the different nation's cultures. We vow to each other that we determined the theme of the Sendai Forum as 'RUSH'. Further, we are determined that all clubs should share the following common goals: How to show Lionism to the clubs of other nations, how to better adjust our activities to fit area.
